Public officials authorized by relevant administrative unit
Public officials authorized by the relevant administrative unit are authorized to impose 50 TL fines on individuals who consume tobacco products in enclosed public buildings.
Law enforcement authorities
Law enforcement authorities who have been informed of smoking in public transportation in the first place may impose a 50 TL fine on smokers.
Similarly, the nearest law enforcement authorities may impose a 50 TL fine on smokers in areas specifically designated as "no smoking" areas in private buildings which can be accessed by anyone.
Municipal council
Municipal councils must impose a 1,000 TL to 5,000 TL fine on enterprises within their municipal boundaries.
The Ministry of Health has clarified through a Guidance letter that the municipal's authority is non-discretionary, and authorized officers who fail to properly enforce the law will be prosecuted.
Local district official
Local district officials may impose a 1,000 TL to 5,000 TL fine on enterprises outside a municipal boundary.
