Tobacco Product
“Tobacco product” means products entirely or partly made from tobacco leaves which are manufactured to be used for smoking, sucking, chewing or snuffing.
This definition aligns with the definition of “tobacco product” provided in FCTC Art. 1(f).

Outside Packaging and Labeling
“Package” means any confining band, container, receptacle or other enclosure in which tobacco products are sold.
The definition of “packaging” aligns with the definition of "outside packaging and labeling" provided in FCTC Art. 11 and the Art. 11 guidelines.
Any packaging and labeling used in the retail sale of the product. (FCTC Art. 11(4))
Carton
"Carton" means a collective unit of packages of tobacco products that is designed to be sold in the retail trade.
The definition of “carton” is significant because the law requires cartons to have health warnings.
Graphic
"Graphic" means any emblem, design, image, logo, mark, pattern, picture, sign, symbol, trademark or any other indicium.
The definition of “graphic” is significant because the law restricts these items on product packaging.
Health Warning
"Health warning" means any of the written or pictorial messages set out in the First Schedule which appear on packages of tobacco products for the purpose of enhancing public awareness of the harmful effects of smoking.
The definition of “health warning” is significant because the law requires images and text on product packaging, and this term is used to describe those requirements.
Principal Display Panel
''Principal display panel" means the front and back of a package or such other area that is most likely to be examined, displayed or seen under normal conditions of sale or use.
The definition of “principal display panel” is significant because the law requires the display of health warnings on principal display panels.
