Ingredient
“Ingredients” include tobacco, components (e.g. paper, filter), including materials used to manufacture those components, additives, processing aids, residual substances found in tobacco (following storage and processing), and substances that are known to migrate from packaging materials into the product (contaminants are not part of ingredients).
The definition of “ingredients” is significant because manufacturers, distributors and importers must submit reports each year detailing, among other things, ingredients, by brand, used during manufacturing.

Characterising Flavour
Characterising flavour - a clearly noticeable smell or taste other than one of tobacco, resulting from an additive or a combination of additives, including, but not limited to fruit, spice, herbs, alcohol, candy, menthol or vanilla which is noticeable before or during the consumption of the tobacco.
The definition of "charactierising flavour" is significant because the law prohibits cigarettes with a characterizing flavor.
Content
“Content” - comprises of ingredients and constituents.
The definition of "content" is significant because the law regulates certain contents of cigarettes.
Constituents
“Constituents” - substances that occur naturally in tobacco leaf.
The definition of "constituents" is significant because the law regulates certain contents of cigarettes. Content, pursuant to the law, includes ingredients and constituents.
Flavouring
“Flavouring” - an additive that imparts smell and or taste.
The definition of "flavouring" is significant because the law prohibits the sale of tobacco products with a characteristic flavour. Characteristic flavour under the law results from additives that impart smell or taste.
