Smoke Free Status of Indoor Public Places, Workplaces, and Public Transport
All indoor workplaces
While the law prohibits smoking in some workplaces, it also provides for a number of exceptions where designated smoking areas are allowed. Smoking is not prohibited in private workplaces.
To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all indoor workplaces.
All indoor public places
The law prohibits smoking in many indoor public places; however, there are exceptions where designated smoking areas are allowed.
To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all indoor public places.
All public transport
The law prohibits smoking in all public transport.
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines with respect to smoking on all forms of public transport.
Government facilities
The law restricts smoking in government facilities to designated smoking areas.
To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit all smoking in government facilities.
Private offices
The law restricts smoking in vocational unions and nongovernmental societies and associations to designated smoking areas. In addition, the law prohibits smoking during meetings, conferences, lectures, training activities, and official symposia. However, smoking in private offices is otherwise allowed.
To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in private offices.
Hospitals
The law prohibits smoking in hospitals.
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines with respect to hospitals.
Residential healthcare facilities - public areas
The law prohibits smoking in health centers, sanitariums, medical rehabilitation centers, and other public or private healthcare institutions.
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines with respect to public areas of healthcare facilities.
Non-residential healthcare facilities
The law prohibits smoking in health centers, medical clinics, pharmacies, radiological imaging clinics, and other public or private healthcare institutions.
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines with respect to non-residential healthcare facilities.
Childcare facilities/preschools
The law prohibits smoking in schools and nurseries; this is interpreted to include childcare facilities/preschools.

Primary and secondary schools
The law prohibits smoking in schools and educational institutions.
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines with respect to primary and secondary schools.
Universities/vocational facilities
The law prohibits smoking in government and private universities and other educational institutions, including high and intermediate institutes and vocational training centers.

Shops
The law does not prohibit smoking in shops. (Note that “public stores” is defined as places providing food and beverages, not commercial shops.)
To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in shops.
Cultural facilities
The law prohibits smoking in cultural centers, cinemas, theaters, public libraries, museums, and other cultural institutions.
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines with respect to cultural facilities.
Indoor stadium/arenas
The law prohibits smoking in sporting clubs, indoor halls, and sports practicing and training settings and their adjuncts; this is interpreted to include indoor stadiums/arenas.

Restaurants
The law restricts smoking in enclosed public stores to designated smoking areas. “Public stores” is defined as places serving food and beverages.

Bars/pubs/nightclubs
The law restricts smoking in enclosed public stores to designated smoking areas. “Public stores” is defined as places serving food and beverages.
To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in bars, pubs and nightclubs.
Casinos
It is our understanding that gambling is illegal in Syria and, therefore, casinos do not exist.
Hotels/lodging - public areas
The law does not prohibit smoking in public areas of hotels.
To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in public areas of hotels and lodging facilities.
Hotels/lodgings - guest rooms
The law allows rooms in hotels and lodging facilities to be designated as smoking rooms.
To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all guest rooms in hotels and lodging facilities.
Prisons/detention facilities - public areas
The law restricts smoking in prisons to designated smoking areas.
To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should prohibit smoking in all public areas of prisons and detention facilities.
Trains, buses and other shared ground transportation other than taxis
The law prohibits smoking in all public transport over land, sea, or air.
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines with respect to trains, buses, and other shared ground transport.
Taxis (for-hire vehicle)
The law prohibits smoking in all public transport over land, sea, or air.

Commercial aircraft
The law prohibits smoking in all public transport over land, sea, or air.

The law restricts smoking in public transport facilities to designated smoking areas.

Forests, protectorates, woods and grain fields during harvest seasons
The law prohibits smoking in forests, protectorates, woods, and grain fields during harvest seasons.
Places of worship and their adjuncts

Petrol and gas storage, sales, transport and distribution places
The law prohibits smoking in petrol and gas storage, sales, transport, and distribution places.
Elevators
The law prohibits smoking in elevators.
