Post signs
(e.g., seizure of the product, publication of the violation/violator)
The law requires officials in charge of places where smoking is prohibited to post clearly visible “No Smoking” signs at several prominent sites at these places. The law provides that the Minister of Local Government shall determine, in coordination with the Minister of Health, specifications of the “No Smoking” signs in terms of measurements and the text to be included.
The law provides a range of penalties for violations. Civil servants employed at public institutions are subject to the disciplinary penalties set forth in the Organic Law of Government Employees No. 50. Private sector and joint sector personnel are subject to the disciplinary actions set forth in work rules and regulations applicable to them. Other offenders are subject to a fine of 200 Syrian Lyra.
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines with respect to the duty to post signs.
Remove ashtrays
The law does not impose a duty upon business owners, employers, or supervisors to remove ashtrays from the premises.
To align with FCTC Art. 8 and the FCTC Art. 8 Guidelines, the law should impose a duty upon the owner, manager, or other person in charge of the premises to remove ashtrays from the premises and specify appropriate penalties for violations.
Steps to require a person to stop smoking (e.g., warn, discontinue service, call authorities)
The law provides a range of penalties for violations of the duty not to smoke where prohibited. Owners or investors of public stores dealing with food and drinks shall be penalized with a 25000 Syrian Lyra fine. Hotel owners or investors shall be penalized with a 40000 Syrian Lyra fine for 5-star hotels, 30000 for 4-star hotels, 20000 for 3-star hotels, 10000 for 2-star hotels and 5000 Syrian Lyra for less than 2-star hotels.
The law aligns with FCTC Art. 8 and the FCTC Art. 8 Guidelines with respect to imposing a duty on business owners/ employers/supervisors to take steps to require a person to stop smoking.
Not to smoke where prohibited

The law provides a range of penalties for violations of the duty not to smoke where prohibited. Civil servants employed at public institutions are subject to the disciplinary penalties set forth in the Organic Law of Government Employees No. 50. Additionally, violations by customers at public stores dealing with food and drinks are subject to a fine of 2000 Syrian Lyra. Hotel guests who smoke in non-smoking rooms shall be penalized with a 4000 Syrian Lyra for 5-star hotels; 3000 Syrian Lyra for 4-star hotels; 2000 Syrian Lyra for 3-star hotels; 1000 Syrian Lyra for 2-star hotels; and 500 Syrian Lyra for less than 2-star hotels.
