Tobacco Product
“Tobacco products” means products that can be used for consumption and include, even in part, tobacco, whether genetically modified or not.
The definition of "tobacco products" aligns with the definition of "tobacco products" contained in FCTC Art. 1.
Any product entirely or partly made of the leaf tobacco as a raw material which is manufactured to be used for smoking, sucking, chewing, or snuffing. (FCTC Art. 1(f))
Outside Packaging and Labeling
“Individual pack” means the smallest individual packaging of a tobacco product or related product circulated on the market.
“Outer packaging” means any packaging in which tobacco products or related products circulate on the market, including individual packs or a set of individual packs. Transparent wrapper is not considered outer packaging.
The definitions of “individual pack” and “outer packaging” align with the FCTC Art. 11 definition of “outside packaging and labeling” in that they cover any form of packaging “used in retail” or “circulated on the market.”
